Long time lurker here. Finally decided to join, cause I'm having troubling finding a story. I already looked through the previous request post and couldn't find it.

I believe that Julian had moved to or was visiting Cardassia, and he was going out to meet Garak, or working in a hospital, or something. Anyway he was wearing a low cut shirt, and because Carrdassians think collarbones are attractive, people were staring at him. And then Garak became jealous? Or was it that Garak gave him the shirt in the first place? Of I don't remember :)

It was something like that. Hopefully someone can figure it out from my poor hints. Thanks in advance.
